About 2 months ago we had a nice freeze and power outage to boot. When I got up in the morning I check the tub and the "ready" light was flashing and no water was circulating. I called the tech and he said that the pipes may have frozen and to let the jet pumps run for a couple hours and see what happens. No such luck I figured the pipes were still frozen. Fearing any more damage I drained the tub till I could would on it when it was warmer.

This weekend it was nice and I decided to feel it up and give it a try. Jet pump works but no water is circulating (No bubbles from the bottom of the tub and no stream of water shooting into the filter compartment, unless the jet pumps are running). Called the service tech and he said that it sounds like a T-stat and he would get one for me. I noticed that the circ pump was making a humming noise that I never noticed before but did not think anything of it. After about an hour of running I checked the circ pump and it was hot to the touch. I could leave my hand on if for about 5 sec before having to remove it.

2 questions:
Does it sound like the circ pump is bad?
Does it also sound like I need a new T-Stat?

*Note - tub worked fine for the first year and a half that we had it.

I'd wager the circ pump failed, leading to the green flashing light. Have you checked the circ pump for proper flow? The circ pump runs hot no matter what, but if it's failed, it could be very, very hot.
Make sure your filters are clean, and check for circ pump flow. If you don't have flow, the ready light might flash due to the heat buildup in the circ pump, and the circ pumps proximity to the control thermistor.

If that's the case, the thermistor is fine, and only the circ pump needs replacement.

Looking or ozone bubbles isn't a good way to check for circ pump flow, the ozone system can fail for any number of reasons, yet the circ pump may still have good flow

I am not 100% sure about the circ pump but I could see an air bubble about the size of a quarter in the lines and it was not moving. Is there a better way to check the pump for circulation?

The tub is empty now do to my concerns with the hot pump and the cold temps at night, but my yard got a good watering

Here in the northeast, we would install one of those small electric heaters like you use under your desk to warm up your feet. We have a bunch of them and often lend them out. The small ones fit nicely into the equipment compartment. Block the air gap at the bottom of the door and set it for about 50-60 degrees. day or two later it has thawed out the equipment. We will occasionally place one inside the empty vessel portion of the tub on a milk crate, again set at 50-60 degrees. The alternative is to wait for several days of 40+ degree weather. As swine suggests swap out the circ. pump.

A lot of times a circ pump will cease up when drained and left empty for a period of time (the water in the circ pump wet end dries out and the calcium stays, ceasing the impellor). Try pulling the pump out and separating the wet end. You might be able to carefully clean the insides, freeing the impellor.
