In that case, your circuit board is not supplying both sources of ac to the heater. Something is amiss.

If you used an unconventional meter... like a Wiggy - that requires several milliamps of current to provide an indication, then this is normal.
If you're getting an indication that heat is called for on your topside control panel, and you don't have ~230 volts across both terminals of the heater element, then your board is defective.
