Have a Hot Springs hot tub (1999) with Balboa board. Just installed a new flow thru heater. Tub in not getting hot! The light comes on as if the heater is running and the pump runs.

Testing I have 121volts on each lead of the heater coil. The coil test 10.7 ohms. I do hear some type of static type noise in the contol box.
