Heater won't work - Vita Spa

I've checked all the fuses, hi limit switch, etc but heater will not work.
Any suggestions on this model?

Pull the Circuit Board and check the traces on the back coming from the HEater Relays.

Mine were burned open.. Everything was working perfect except the heater never turned on.. I heard the relays come on but NO JUICE...

I repaired the burned traces with thick wire..
