high limit switch keeps turning system off reset and 5 min later same thing

If something is preventing (or greatly reducing) water from flowing through the heater while it's energized? If so, then the hi-limt is doing it's job correctly.

Does the heater power down when the pump shuts off? Is there water actually flowing through the heater when the pump is on? Does the filter need to be cleaned?
