 Post subject: water not heating enough when cold

This is an older hot tub that I refurbished and installed a New spa pack It is a hydro quip 6230 hooked up with 220V
Since the weather has severly dropped into the 30's in NJ the hot ub is not heating up enough, it is only getting to about 77, before the drop into the 30's it was fine in the 40's staying at about 93 is where i leave it set. Now it is staying about 75-77, the pump and the heater are running constantly. Iam afraid they will burn out, plus i cant even use the tub. I have a newer thermal cover the snow is on it and does not melt so I am not losing heat through the top, maybe a little from the edges or seam. I inisulated the case with 1 1/2 foam board then used t/g pine for the cabinet. the tub has been working great for almost 6 months. Any ideas, I want to use the tub so it needs to hit high 90's. Could I need more insulation, any way to better seal the top although it does not seam to be leaking.
