can anyone suggest where i could get hold of the hotspring control panel iq2020 as mine will not give out 240v to the heater

or anywhere i could send it of to be repaired

I would determine if the circuit board is indeed the problem first. What I would do is first check the flow switch, to ensure that it is closing when water is flowing, and be sure that water is indeed flowing! (some models use a small circulation pump for a low flow heater and these can fail). If you bypass or jump out the pressure switch, use a tester across both terminals of the heater to check for voltage. This will determine if your circuit board is working or not. The process order is as follows:

Temp sensor detects temp of water
Circuit board compares with setting to determine if heat is needed
Circuit board turns on circulation pump
Circuit board waits for pressure switch to confirm water flow
If flowing, circuit board switches on heater relays
Heater relays complete circuit to heater element
