Pump will only start if I tap on it! Is this a pump failure or debri build-up.

Sounds like a pump problem. The Laing pumps are a magnetic field pump. It could have debri in the impellor or a calcium build up. You can open it up and look. If calcium build up I would clean it with white vinegar and see what happens.
