Somewhat, yes. Most cities, it isn't enough to make that much difference, but if you do have a detectable chlorine level in the water, it has been speculated in causing bromine based spas to be hard to keep balanced. Chlorine in water will be depleted in about 5 days. After 5 days, it is easier to keep the bromine at a more consistant level. Since the bromine base is essential for bromine systems, I usually advise to wait that 5 days period to deplete the chlorine before adding the bromine base.

a lot of people will say it won't matter, and maybe if the chlorine levels are low enough, that is true. My experiance is otherwise.

I figured it must react somehow . I will likely be draining and refilling the tub to do a rinse then another refil to convert to chlorine this weekend.
