Hello, I have a down east spa-i believe it is a exeter,2 pump system , it is hitched up to 230 volts, it does not seem to be heating , the heat light stays on and the pump is always running on low speed, last nite it was at 67 degrees and today its at 62 degrees, it has a balboa controlls, digital readout , im thinking its the heating element, but im not really sure how to check it, any suggestions would be great

You can replace the relay if you have someone that can solder the circuit board or just replace the board.

Don't replace the board, get a new relay of the same rating and solder some wire into the old relay holes and fit some spade connectors on the end and connect it up. You might wanna check the actual board as I've had the very small metal connecting strips burn out b4 and I've had to solder pieces of wire to the rear of the board to get it going again, check this by doing a continuety check with a multi meter. Mine works perfectly now. A new board is really expensive!!

I am in no way affiliated with these guys nor have I used them, but it seems like it might be a good alternative to buying a new board...
